Collectorate

The Collectorate is the central administrative office of the district and functions under the leadership of the District Magistrate (DM), who is the chief executive authority of Saharanpur district. The District Magistrate operates under the administrative control of the Divisional Commissioner, Saharanpur Division and the Government of Uttar Pradesh. He simultaneously performs the roles of District Magistrate, District Collector and District Election Officer.

The District Magistrate stands at the apex of district administration and acts as the principal coordinating authority among all government departments functioning within the district. He serves as the vital link between the State Government and the citizens. Almost every matter of public importance in the district directly or indirectly falls within his supervision.


District Magistrate – Roles & Responsibilities

1. As District Magistrate (Law & Order Authority)

The DM is responsible for maintaining peace and public order in the district. He exercises powers under the Criminal Procedure Code (CrPC) and other preventive laws. He supervises all Executive Magistrates and coordinates closely with the Superintendent of Police to ensure effective law enforcement. He oversees jail administration, regulates public assemblies, and ensures peaceful conduct of festivals, public events and elections. He grants statutory licenses such as arms and explosives and takes preventive actions to avert breach of peace.

2. As District Collector (Head of Revenue Administration)

As Collector, the DM is the highest revenue authority in the district. He supervises land revenue collection, recovery of government dues and maintenance of land records. He exercises control over Tehsildars, Naib Tehsildars, Kanungos and Lekhpals. He supervises revenue courts, mutation cases, land acquisition proceedings, compensation matters and disaster relief distribution. In revenue matters, he functions under the overall supervision of the Board of Revenue, Uttar Pradesh.

3. As District Election Officer

The DM conducts Lok Sabha, Vidhan Sabha, Panchayat and Municipal elections in the district. He ensures preparation and revision of electoral rolls, supervises polling arrangements, enforces the Model Code of Conduct and ensures peaceful counting of votes.

4. As Head of District Administration

The DM coordinates implementation of government schemes and development programs across all departments. He monitors disaster management and emergency response. He reviews public grievances, supervises financial discipline and ensures transparency in administration. He presides over district-level review meetings and monitors progress of welfare schemes. The overall efficiency and responsiveness of district administration rests under his leadership.


Additional District Magistrates (ADM)

1. Additional District Magistrate (Executive)

The ADM (Executive) assists the DM in general administration and executive functions. He supervises executive magistracy work, public grievance monitoring and regulatory enforcement matters. He conducts magisterial inquiries, supervises licensing branches. He coordinates with Tehsil administration and revenue courts. He exercises delegated powers of the DM in executive matters.

2. Additional District Magistrate (Finance & Revenue)

The ADM (Finance & Revenue) supervises revenue administration including mutation appeals, land acquisition cases, recovery proceedings and stamp matters. He monitors land revenue realization and financial performance of the district. He ensures compliance with financial rules, budget discipline and audit observations.  He coordinates disaster response activities.

3. Additional District Magistrate (Judicial)

The ADM (Judicial) performs quasi-judicial functions and hears appeals and revision cases under various Acts. He supervises preventive proceedings under CrPC and monitors pendency of judicial cases. He ensures proper record maintenance and timely disposal of statutory matters.


City Magistrate

The City Magistrate assists the District Magistrate in executive and regulatory functions within urban limits. He handles preventive proceedings under CrPC, licensing matters, encroachment regulation and public order management in the city area. He supervises the City Magistrate Court Section and coordinates with police authorities for enforcement of orders.


Collectorate Sections, Saharanpur

The Collectorate functions through specialized administrative, revenue, judicial and regulatory sections. Each section handles specific categories of cases and public services as detailed below:

1. General Section

Handles establishment and administrative matters including appointments, promotions, service records, leave matters and internal office coordination.

2. Revenue Section 1

Deals with revenue appeals, mutation cases, partition matters and quasi-judicial revenue proceedings.

3. Revenue Section 2

Handles recovery of government dues, arrears collection and certificate proceedings.

4. Revenue Section 3

Handles land acquisition, compensation awards and rehabilitation files.

5. Judicial Section

Processes appeals, revisions and statutory cases under ADM (Judicial).

6. Urban Development Section

Processes matters relating to urban local bodies, encroachments and municipal administration references.

7. Arms Section

Processes issuance, renewal and regulation of arms licenses under the Arms Act.

8. Collection Section

Monitors land revenue realization and government dues collection performance.

9. Nazarat Section

Maintains custody and disposal of seized property, deposits and government stores.

10. English Record Section

Maintains archival and English-language administrative records.

11. Revenue Record Section

Maintains land records, revenue registers and certified copy facilitation.

12. District Land Reform Section

Handles cases under land reform laws and surplus land determination.

13. Judicial Record Section

Maintains disposed judicial case files and archival court records.

14. Jansuchna Section

Processes RTI applications and ensures timely information delivery.

15. Complaint Section

Registers and monitors public grievances received through IGRS and written representations.

16. Stamp Section

Handles stamp duty deficiency, adjudication and recovery proceedings under the Indian Stamp Act.

17. Rural Ceiling Section

Processes cases under the U.P. Imposition of Ceiling on Land Holdings Act relating to surplus land determination.

All sections function under the overall supervision of the District Magistrate and respective Additional District Magistrates as per distribution of work.
