Chief Development Officer (CDO), Saharanpur

The Chief Development Officer (CDO) is the principal district authority responsible for planning, coordination, supervision and monitoring of all development departments in Saharanpur. The CDO ensures effective implementation of Central and State Government flagship schemes relating to rural development, agriculture, renewable energy, social welfare, employment generation and infrastructure development. Regular review meetings are conducted with District Level Officers and Block Development Officers to assess physical and financial progress. The CDO monitors fund utilization, enforces transparency and accountability, and ensures timely submission of utilization certificates. Field inspections are carried out to verify ground-level implementation of schemes. The officer also coordinates with the District Magistrate for integrated district development planning and convergence of schemes.

1. District Development Officer (DDO)

Supervises rural development schemes across all blocks. Monitors PMAY-G, MGNREGA and livelihood missions. Reviews grievance redressal including IGRS matters. Ensures compliance with development directives issued by the State Government. Coordinates with BDOs and Panchayat officials. Submits consolidated district progress reports to the CDO.

2. Project Director, DRDA

Implements poverty alleviation and self-employment schemes under DRDA. Oversees Self Help Groups and livelihood initiatives. Monitors beneficiary selection and fund transfer under rural housing schemes. Conducts field inspections and social audits. Ensures transparency in financial utilization. Reports progress periodically to district administration.

3. District Economics & Statistics Officer (DESTO)

Compiles district-level statistical data for development planning. Prepares economic and demographic reports. Assists in evidence-based policy formulation. Supports monitoring of scheme performance indicators. Coordinates surveys and census-related activities. Provides analytical inputs during review meetings.

4. District Programme Officer -ICDS (DPO)

Supervises Anganwadi centres and nutrition services. Implements child development and maternal health programs. Monitors Poshan Abhiyaan indicators. Conducts inspections of ICDS projects. Ensures timely honorarium and supply distribution. Maintains beneficiary data records.

5. Assistant Engineer, Minor Irrigation

Plans and supervises minor irrigation works. Maintains tube wells and irrigation structures. Ensures water availability for agriculture. Prepares technical estimates and work plans. Conducts site inspections. Reports infrastructure status to district authorities.

Block Development Officers (BDOs) – Saharanpur (11 Development Blocks)

Each Development Block is headed by a Block Development Officer (BDO), who functions under the administrative supervision of the Chief Development Officer. The BDO ensures implementation of rural development schemes including MGNREGA, PMAY-G, NRLM, sanitation programs and village infrastructure works. The officer supervises Gram Panchayat Secretaries and ensures proper maintenance of financial and administrative records. Regular inspections are conducted to verify scheme implementation and beneficiary selection. Progress reports are submitted to district authorities periodically.
